Images Generated by AI and the Protection of Privacy – Joint Statement of the GPA

The President of the Personal Data Protection Office, Mirosław Wróblewski, has signed a Joint Statement on the privacy risks associated with images generated by artificial intelligence systems. The document was coordinated by the International Enforcement Working Group operating within the Global Privacy Assembly and reflects the shared position of 61 data protection authorities from around the world.

The signatories highlight serious risks arising from the use of AI systems to create realistic images and video recordings depicting identifiable individuals without their knowledge or consent. Particular concern is raised over the generation of intimate material without consent, defamatory content, and other harmful outputs, especially when they involve children or individuals in particularly vulnerable situations.

The statement emphasises that organisations developing and deploying content‑generation systems should implement robust technical and organisational safeguards to prevent misuse, ensure genuine transparency regarding the capabilities and limitations of such systems, and provide effective, easily accessible mechanisms for the swift removal of harmful content. Special attention should be given to the protection of children, including through enhanced safeguards and clear, age‑appropriate information.

The signatories declare their readiness to cooperate and exchange information in the areas of enforcement, regulatory action, and educational initiatives.

The Joint Statement sends a clear signal that the development of AI technologies must respect privacy, dignity, and other fundamental rights, and that organisations are obliged to work proactively with supervisory authorities to mitigate global risks associated with AI‑generated content.
