Agnieszka Grzelak – Deputy President of the Personal Data Protection Office

Doctor of Law in the field of European Law (Institute of Law Studies, Polish Academy of Sciences 2016), PhD in Law (Jagiellonian University 2006), professor at the College of Law of Kozminski University (Department of International Law and EU Law).

Author, co-author and editor of many books, articles and other scientific publications, in particular in the field of the European Union legal system, international law and the protection of human rights, in particular the right to privacy and the protection of personal data, e.g. a monograph on the protection of personal data processed in connection with combating and preventing crime (Warsaw 2015), a commentary to the Act of 14 December 2018 on the protection of personal data processed in connection with preventing and combating crime (ed. Beck, Warsaw 2019), a monograph on the protection of personal data in courts and public prosecutor's offices (ed. Wolters Kluwer, Warsaw 2019). She is also a co-author of a commentary on the Act on the Protection of Personal Data (ed. Must Read Media, Warsaw 2018), and recently a commentary on the Digital Services Act (DSA) (ed. Wolters Kluwer, Warsaw 2024).

Since 2000, she has been employed in state offices, including in the years 2000-2004 in the Office of the Committee for European Integration, in the years 2004-2015 in the Bureau Research of the Sejm, then until 2019 in the Constitutional, International and European Law Team at the Office of the Commissioner for Human Rights and in the years 2019-2024 a member of the Supreme Court Research and Analyses Office.

Attorney (not practising). She has conducted classes at attorney and attorney-at-law training, as well as at postgraduate studies, including those on personal data protection at the Kozminski University and the Polish Academy of Sciences. She has been an expert in international programmes, including twinning projects and Council of Europe’s programmes related to the issue of personal data protection. Winner of many awards for her professional and scientific activity, scholarship holder, manager and executor of research grants.

She is a member of scientific associations, including the Polish Association of European Law, the Zbigniew Hołda Association, the German School Society in Warsaw and the scientific council of the Association of Information Security Administrators (SABI).
